Generally doubled pawns are considered as a weakness. However, in some situations they might be beneficial and useful. In this video, GM Ivan Sokolov will take a look at a game played between Magnus Carlsen and Vishy Anand, where Magnus, playing with the white pieces, used the doubled pawns for his advantage.

General rule:
When one side has doubled pawns, the opponent which has the healthier pawn structure (the side which does not have doubled pawns) should try to trade a couple of pieces. Also, it is useful to exchange pieces if your opponent has more space or a space advantage. This usually helps the side which has less space.
